Hi Rosey – http://en.wikipedia.org/wiki/Dakar is the capital city of Senegal. French architecture, fish galore and a very controversial ‘African renaissance’ statue. As for question 2, sure no problem.

Best way to research an adventure book is to have your very own adventure on a dark night in an unfamiliar city… must have at least stirred some emotions that may come in handy for a story one day!
